These papers contain correspondence, reports, and publications, 1923-1935, pertaining to Dodson's tenure on the Virginia Commission on Conservation and Development, 1926-1934; correspondence with Harry Flood Byrd (Governor of Virginia, U.S. Senator), 1923-1935; and material pertaining to Byrd's campaign for governor in 1925. There are approximately 7,500 items comprising correspondence, source materials, etc. concerning three books written by Dodson, as follows: The Capitol at Richmond, Virginia (1938), The General Assembly of Virginia (1939), and Speakers and Clerks of the Virginia House of Delegates, 1776-1955 (1956).

Theodore Roosevelt Dalton was born 3 July 1901 in Carroll County, Virginia, the son of Currell and Lodoska Maritn Dalton. he received his B.A. from the College of William and Mary as well as his law degree. Dalton was Commonwealth's Attorney for Radford, Virginia and state senator from 1944-1960. He was the Republican Party candidate for governor in 1953 and 1957.
